The National Weather Service has issued a Winter Storm Warning for the Hudson Valley which is in effect now until into early morning on Thursday March 8th. Accordingly, a Severe Weather Alert (HICS Level II) has been implemented in accordance with the Phelps Emergency Operations Plan. Department heads and staff are reminded that any departures from the hospital even if properly relieved must be approved by the Administrator on-duty (AOD).  The Emergency Operations Center (Ext. 3780) can facilitate communication with the AOD.  (Additional Information is available in the blue Phelps Guide to Emergency Preparedness)


·        Rain and snow, becoming all snow after 10am. High near 34. Total daytime snow accumulation of 11 to 15 inches possible.


·        Snow, mainly before 2:00 am. New snow accumulation of 3 to 5 inches possible.

At 1254 PM EST, A heavy snow band will move into and develop over the region through mid-afternoon.

Isolated lightning strikes are likely.

Snowfall rates of 1 to 3 inches per hour are expected to develop through mid to late afternoon. Visibilities will drop quickly to near zero in this band of heavy snow. 

Road conditions will rapidly deteriorate through mid-afternoon, making travel very difficult to nearly impossible for the late afternoon and evening commute.

Sleeping Accomodations

As per our standard practices, we will endeavor to provide sleeping spaces to all staff members who wish to remain on campus during this storm.

Any staff members wishing to remain should reach out to the Emergency Operations Center (EOC) at the conclusion of their shift via extension 3780 and we will assign you a space. Please do not utilize spaces in any unit without first coordinating through the EOC.

Directors / managers and others who may be planning to sleep in their office are asked to also please contact the EOC so we may be able to account for all persons in the building(s).


It is expected that a Severe Weather Alert will be implemented Wednesday during the storm. When this occurs the hospital shuttle service will be available for transportation of employees to the hospital. The shuttle will operate from the hospital to the Tarrytown, Ossining and Pleasantville Metro North Railroad Stations. Staff can also be picked up along route 9 and along route 117 between the hospital and these railroad stations. Staff seeking a ride from this service should contact the Emergency Operations Center via (914) 366-3780 well in advance of the start of their shift. The shuttle will operate as long as weather and road conditions remain safe and support doing so.
