Billing Policies

At Phelps Medical Associates, we understand how overwhelming it can be to deal with complex billing issues and health issues at the same time. We realize that your medical bill and insurance details can be confusing, and we are committed to providing you with any assistance you need throughout the billing process.

Insurance Participation

In addition to Medicare and Medicaid entitlement programs, Phelps participates with many insurance plans. Click here to view the list of health insurance carriers with whom Phelps has agreements. Each carrier offers many different plans, each with its own benefits and limitations. Therefore, even if Phelps participates with your insurance company, it is not a guarantee that your specific plan will cover your care. The best way to find out if your plan will cover care provided at Phelps is to contact your insurer directly.

Payment Expectations

Phelps Medical Associates appreciates payment of balances due within 21 days of the statement date.

We accept cash, checks, money orders, and all major credit cards.

Payment Plans

Payment plans are available to provide patients and family members with a flexible, interest-free payment option, which will allow you to pay your bill over a period of time. Patients are required to sign an agreement outlining their monthly payment obligations. For assistance in setting up a payment plan please call our office at (914) 269-1750.

Charity Care

We understand that sometimes patients do not have the financial resources or insurance coverage to pay for their care. Phelps offers Charity Care to those who qualify. Applications for Charity Care are available at the time of registration or by contacting one of our Financial Counselors at (914) 366-3133.

1. Why do I get multiple bills for the same service?
In addition to the hospital bill, you may receive bills from one or more of these other providers who bill independently including but not limited to:

  • The physician(s)/doctor(s) who cared for you while you were a patient at the hospital. This may include your Primary Care Physician, the Emergency Room Physician, a Specialist, or another Attending Physician.
  • The Anesthesiologist, if you had a procedure at the hospital. Westchester Anesthesiologists (914) 428-5454.
  • Northwell Radiology billing (855) 571-5843, Phelps Laboratory billing (914) 366-3133, and White Plains Laboratory/PAP billing (914) 681-2383.
  • Physicians who may have provided interpretation services for Cardiovascular, Laboratory/Pathology or Radiology.

2. I would like a copy of my hospital bill. How can I request one?
Phelps will provide you with an itemized hospital bill. You may call our Financial Counseling Representatives at (941)366-3133, or email us at

3. Why didn’t my insurance company pay in full?
Many insurance policies have a deductible, co-pay, or coinsurance amount. Sometimes certain charges are not covered under particular policies. This may be the case with your carrier. To confirm your responsibility under your policy, if any, you can refer to the Explanation of Benefits (EOB) provided by your insurance plan.

You can also call your insurance company directly for further explanation of your plan’s benefit coverage.

4. What do I do if I disagree with how much my insurance company has paid on my bill?
We recommend that you speak directly with your insurance company regarding plan benefit coverage. If you believe your claim was not paid correctly, you may appeal that determination with your insurance carrier.

New York State offers assistance to consumers who are unable to resolve problems with their insurer. You can visit their website at New York State Insurance Department Consumer Service Bureau, or contact them by telephone at (800)342-3736.
