Counseling services
Phelps Counseling Services are certified by the New York State Office of Mental Health to provide group and individual therapy services to adolescents (from 16 years of age), young adults, adults and families.

Each unit is open Monday through Friday, with evening hours available.

The counseling services provide assessment and treatment by board certified psychiatrists, nurse practitioners and certified social workers.

Treatment includes: group, individual, couple and family counseling; medication management; crisis intervention; case management; support for social issues such as divorce, illness and career changes.

Alcohol/chemical dependency - outpatient

All Phelps Chemical Dependency Services are certified by the New York State Office of Alcoholism and Substance Abuse Services (OASAS).

Addiction treatment services (ATS) – ossining:
Phelps Addiction Treatment Services provides care for adolescents and adults who require substance abuse treatment and counseling. ATS is a full-service outpatient service providing day rehabilitation programs and psycho-educational clinic programs that include: psychiatric evaluation, medication management, individual and group therapy, co-dependency groups, vocational assessments and referral, and a DWI clinic. Relapse prevention is a central theme throughout the programs. All programs are designed to treat both the alcoholic and the dually diagnosed patient and are based on the 12-step philosophy. Our bilingual staff offers services in both English and Spanish.

Adolescent services – outpatient:
Phelps offers alcohol and substance abuse programs for adolescents 16 years of age and older. Treatment includes: group and individual therapy, educational and preventive groups, and group sessions that focus on relapse prevention and the maintenance of an alcohol-free and drug-free lifestyle.

Family members are offered educational programs, support groups, and their own 12-step meeting referrals.

Our multi-disciplinary teams for adolescent services include: psychiatrists, social workers, nurses, art and recreational therapists, and credentialed alcohol and substance abuse counselors.

Continuing day treatment - outpatient

The Continuing Day Treatment (CDT) program provides mental health services for individuals over 18 years of age who require more intensive treatment than a clinic setting can provide to treat serious mental illness, whether long-term or of sudden onset.

The program is structured to provide services for clients with varying levels of need. Services include symptom management, medication management, health education, social skill development, vocational guidance, case management and discharge planning.

Health home care management services

The Health Home Care Management Program provides services to individuals from throughout Westchester County who have serious and persistent psychiatric issues and/or chronic medical conditions. The program is open to the insured, uninsured, and Medicaid recipients.

Phelps care managers work as patient advocates in the following ways:

  • Provide patient-centered services in all areas of treatment.
  • Provide resources for proactive care, such as screenings and early interventions.
  • Manage issues with Department of Social Services, e.g., food stamps, Medicaid and public assistance.
  • Coordinate medical appointments and collaborate with medical providers.
  • Manage issues with Social Security Administration, e.g., filing for Supplemental Security Income (SSI)/Social Security Disability (SSD).
  • Access legal services, e.g., SSI/SSD appeals, trusts.
  • Explore/apply for housing options.
  • Minimize hospitalizations with timely interventions that help patients obtain outpatient clinical services.
  • Provide budgeting assistance.
  • Reinforce proficiency regarding activities of daily living, e.g., issues with hygiene, housekeeping, laundry, shopping.
  • Link patients with appropriate supportive services, e.g., homemaker, visiting nurse.
  • Ensure appropriate follow-up regarding medical and dental problems.
  • Provide outreach to patients’ families and other agencies that support patients.
  • Enable patients to pursue work and school goals by linking them with appropriate agencies and by personally supporting them through certain processes, e.g., school and work applications.
  • Visit patient homes and provide services in the community.

Inpatient psychiatry

The Inpatient Psychiatric Unit is a 22-bed, acute, general psychiatric unit for adult and geriatric patients. Treatment is individualized, goal-centered, and provided 24 hours a day, seven days a week.

The multi-disciplinary team consists of psychiatrists, nurse practitioners, psychiatric nurses, social workers, and occupational therapists.

The protocols stress active patient involvement with emphasis on thorough and continuous assessment, stabilization, symptom management, and the development of comprehensive coping skills.

A special program for geriatric patients is designed and staffed to treat the physical and developmental challenges associated with aging.

Electroconvulsive therapy is available.

Substance abuse rehabilitation - inpatient

The Behavioral Rehabilitation Unit is a 42-bed Dual Recovery Service that treats adult patients from the age of 19 years. Stabilization, psycho-education, and medical management are three primary components of the program. Individualized, goal-centered treatment is provided by an interdisciplinary team consisting of psychiatrists, nurse practitioners, psychiatric nurses, social workers, certified alcoholism counselors, and activities therapists on a 24-hour, seven-day-a-week basis.

Phelps does not provide detox treatment. The Behavioral Rehabilitation unit is appropriate for persons who are not experiencing acute withdrawal symptoms.

Patients are assisted with their return to a lesser level of care to their community, home, and family.
